Accident: P tripped and fell on stairs that were uneven and had no handrail at work.  Respondent paid medical bills for medical care right after this.  Then a year went by with no treatment.  Then P went to doctor complaining of neck pain and C6-C7 herniated disc was diagnosed.  Gap in treatment of one year makes herniated disc diagnosed a year after accident not related to accident, says affirmed arbitrator.
